
But no, shinobi were good and worked out but you didn't have to run stealth only missions as stealth. It's probably a good business decision on 2K's part, but still a bit of a dick move. Immediate implication of that is that there will be no future DLC for XCOM 2 (hardly surprising, but good to know). My guess is that 2K consider XCOM 2 finished and weren't willing to pay anything. 2K, who funded the original mods, either weren't willing to fund development at all or weren't willing to pay an amount that would make it worth Pavonis' time, given that Pavonis has other projects they could be working on as well. Pavonis need to pay their rent, so if they are going to invest that much time in a project they need to get paid for it.

My guess is that the changes in WotC were so big that Pavonis figured they'd need to go back to the drawing board on their strategic level stuff, so building LW2 for WotC would be a lot more than just porting over the existing mod for vanilla XCOM 2. Time for some (probably unfounded) speculation! I'd be very interested in hearing about the behind the scenes conversations that led to this, though given the brevity of their announcement I doubt we'll hear much.

However, the complete absence of mentioning Pavonis mods in the WotC marketing materials, which was a contrast to the marketing of Vanilla XCOM 2, should in hindsight have been a give away that this was going to happen. That's a shame, and also a bit of a surprise in that their silence to this point had a lot of people (myself included) assuming they were just under some sort of NDA while working on the project. No idea if that is significant in any way.
